Bill Mulligan joined Ziegler in 1999. Bill is President of Ziegler Financing Corporation (ZFC); Ziegler’s licensed FHA/HUD entity. He is also responsible for the management of the corporate finance practice line. Bill specializes in financing and strategic advisory assignments for healthcare entities, including: skilled and subacute nursing, assisted living facilities, continuing care retirement communities, home health care, hospice, institutional pharmacy, alcohol and drug rehabilitation, specialty hospital, and rehabilitation therapy. During the last 12 months, Bill has overseen the processing of over $200,000,000 in FHA/HUD loans.During his 25-year career, Bill has completed numerous financing and M&A assignments for public and private companies, including multiple engagements with Extendicare®, Manor Care Inc., and Retirement REIT. Bill has been involved with multiple recapitalization assignments for assisted living and skilled nursing portfolios. He has also represented a large non-profit healthcare system in the divestiture of a $100 million home healthcare subsidiary, as well as assisting Ziegler’s non-profit clients with divesting non-core assets. Bill has extensive experience in other agency programs including Fannie Mae and Freddie Mac. Recently, Bill and his team have also been heavily involved with distressed situations in the senior living space. Prior to joining Ziegler, Bill was vice president for acquisitions, divestitures, and business development at Extendicare Health Services, a $1.5 billion long-term care and related medical specialty service company. His responsibilities included target identification, financial analysis, negotiation, and due diligence; he was also responsible for divesting non-strategic assets and was responsible for managing the company’s real estate development efforts. As group controller at Extendicare, he developed in-depth knowledge of Medicare and Medicaid reimbursement systems, accounts receivable management, and budgeting.Bill is an honors graduate of Millikin University in Decatur, IL and earned an M.B.A. from the University of Iowa.
