Managing Director
Scott Rolfs serves as a Managing Director – Group Head, leading the firm’s facilities finance team for educational institutions. In this role, he works with educational organizations across the country while overseeing the group’s overall management and underwriting activities for private K-12 schools, charter schools, colleges and universities and faith-based organizations. Under his leadership, Ziegler’s practice areas have financed more than $5.0 billion for nonprofit organizations nationwide.
With more than three decades of experience, Scott advises borrowers on a wide range of financing solutions, including tax-exempt and taxable bonds, bank financing structures, and early-stage capital funding. He also provides strategic guidance on interest rate hedging, debt capacity planning, and derivative instruments.
Scott brings extensive expertise in project finance, helping organizations navigate every stage of facility development, from site selection and construction planning to zoning and land entitlement matters. His primary focus is helping clients achieve successful outcomes for their facilities projects.
A recognized author and speaker on issues affecting 501(c)(3), educational, and faith-based organizations, Scott has been quoted by numerous national media outlets, including The Wall Street Journal, NPR, The Bond Buyer, Los Angeles Times, and The Atlanta Journal-Constitution.
Scott earned a Bachelor of Science in Business and Economics from Ripon College and a Juris Doctor from University of Wisconsin Law School.
