Ziegler is pleased to announce the successful closing of a $25,000,000 tax-exempt bond issue for Orlando Senior Health Network. A “Type B” CCRC known as Orlando Lutheran Towers in downtown Orlando, the community will use bond proceeds to finance the renovation of the existing “Fountains” building, renovations in the “Windsor Place” building and fund other routine capital expenditures.

The July 2025 edition of the Ziegler CFO Hotline^SM reveals that staffing remains one of the most critical and complex issues facing senior living providers across the country. Drawing responses from a broad range of singlesite and multi-site organizations, the survey explores vacancies and turnover rates, staffing ratios, compensation spending, and emerging strategies for workforce stabilization. Despite progress in some areas, the data underscores a sector still struggling to recruit, retain, and adequately support its essential workforce.

In June 2025 Ziegler CFO Hotline^SM surveyed senior living and care CFOs with the focus on one of the most persistent and pressing challenges in senior living today: workforce stability. Amid an evolving labor landscape, rising costs, and growing care demands, the senior living sector continues to face considerable obstacles in attracting, retaining, and supporting its staff. The survey gathered insights from leaders across the country to assess the current state of the senior living workforce, explore staffing trends by care level and geographic setting, and highlight how providers are responding to these challenges. With participation from a broad spectrum of organizations, the data offers a nuanced look into workforce dynamics, from vacancy and turnover rates to compensation strategies, agency use, and innovative staffing solutions.

Ziegler is pleased to announce the successful closing of the Bayview $16,510,000 Series 2025 Bonds. Established in 1961 and located in Seattle, Bayview will use bond proceeds to convert a former skilled nursing unit into nine large independent living units as well as other capital improvements.

Ziegler announces the successful closing of Immanuel Living at Buffalo Hill’s $50,880,000 Series 2025ABC Bonds. Located on 13 acres in Kalispell, MT, Immanuel Living has 293 total homes consisting of independent & assisted living as well as skilled nursing and long-term care. Bond proceeds will refinance existing debt and finance a 39-unit independent living expansion as well as other campus improvements.

Ziegler announces the successful pricing of $74,920,000 Series 2025A Bonds for Marquette. Operating on 46 acres on the North Side of Indianapolis, Marquette consists of 300 independent living units, 47 assisted living units, 22 memory care assisted living units, and 57 skilled nursing beds. Bond proceeds will be used to refund Marquette's outstanding debt as well as fund $25 million in new money capital improvements. 

Ziegler is pleased to announce the closing of Bethesda Senior Living Communities (BSLC) $39,240,000 Series 2025 Bonds. BSLC owns, operates and manages 20 communities in AZ, CO, MO, NE and TX. Bond proceeds will finance expansions at three locations, adding 91 memory care units.
